#1: How long will the project last? How long will construction last?Preliminary engineering which includes alternative development and initial design work is expected to be completed by the end of 2026. The project will then move directly into Phase II, which includes preparing final design plans, contract preparation, and acquiring any needed property. This phase is anticipated to wrap up by 2028.
Construction is expected to begin once final design is complete, depending on available funding. Overall construction is anticipated to be substantially complete by the end of 2030. |
#2: How much is this project going to cost and is it already funded?Preliminary estimates of cost used for planning purposes total approximately $135 million. Federal, State, and local stakeholders are committed to improving safety at this location. As such, preliminary and design engineering is 100% funded and the entire project is nearly 50% funded based on preliminary construction cost estimates.

#3: Will there be land acquisition or removal of residential homes or businesses? When will property acquisition relocations be determined?Land acquisition is necessary for this project, some residential and business structures will be impacted to allow for construction of any improvements. Impacted property owners were notified by certified mail and impacts were presented at the public hearing, which occurred on December 10, 2025.
|
#4: How will this project impact access to business, residential areas, local entities (i.e., Village Hall), etc?The project team has coordinated with IDOT and the Village to address any potential access concerns resulting from the improvements. Meetings with affected property owners have been ongoing since the first public information meeting. Going forward, if access to a property is affected, the team will work directly with the property owner to provide alternative access solutions or, if necessary, consider property acquisition.
During construction, access to homes, businesses, and Village properties will be maintained. While temporary disruptions—such as lane shifts, brief driveway restrictions, and occasional detours—may occur, the project team will actively work with residents, businesses, and property owners to minimize inconvenience. Advance notice will be provided before any changes to access, and clear signage will help guide drivers, pedestrians, and customers safely through the area. Once construction is complete, the project is expected to enhance long-term access, traffic flow, and safety for all users. |
#5: When will project alternatives be presented to the public?Elmwood Park residents and business owners were able to review the alternatives being considered at the second public informational meeting in May of 2022. The preferred alternative was presented at the public hearing which was held in December of 2025. Click here to review the information that was presented at those meetings.
#7: Why does the project area map show such a large amount of impact? The identified project study area encompasses all possibilities for improvement (or impact) associated with each of the alternatives that were considered. Considerations related to environment, vehicle and rail traffic, and drainage needs for the project will fall within the limits identified but not necessarily impact the entire area.

#6: How can people without internet access be kept informed about the project? The Village of Elmwood Park will continue to provide project updates in their newsletter, which is mailed to all residents. People can also call Elli Cosky, Public Outreach Liaison, at 630-534-6400, ext. 106 to be added to the mailing list.
